It think there are few issues
When I mod PAC it still remain 15 million during voting of bill in first hundred days plan
It ends just after adress to congress .

can you send screenshot of that page where the money is not working ? because it can be scripted event if it's in the beginning of the game or it's simply impossible to get too much money during that scene without mods.

You have to save when you see play again. And then click play again and load where you just saved in the save menu.

You have to pick the option to work as a junior counsel at Morgan Law during the prologue.
