The first time you are given options to do in the tavern, choose to send letters to your retainers, and Yungai will tell you about a salvage mission, accept it. The second time you are given a choice after your aunts, uncles, and cousins move in with you, pick the option that is about them interacting with the retainers. Rin will transform it into a matchmaker session. Finally, when Keiko sends you a letter about the Stallion Trial, you will also get one from Yungai (if the mission succeeded), which is the one in the picture.
