I don't remember reading Sukuna having bigger range than what was already specified. He can use binding vows for that sure but that would mean him sacrificing other parts of his domain. Whats said on that panel is that Sukuna's ultimate move is furnace which he used back in Shibuya against Mahoraga.
His range is Shibuya is smaller because he didn't want to Nuke Megumi as well.
So he lowered it to 140 instead of the max of 200.
Diameter wise it'd be 280 meters vs 400

It was about in one attack, obviously Shangtians can destroys cities (mentioned multiple times), but it will took time and multiple attacks. Pretty sure battle between Shangtians can destroys any city (maybe even mountain) in POMA world as collateral damage
Wu heir just kill all people in city, not destroy city itself (and it took hours)
Peak CF MC should be able to destroys city in one attack considering that difference between Yue Yan (peak CF) and Yichen is greater than between Yichen and mortal
But we managed to destroy two cities in hours, and we're only at level one. So, at level three, what could the Shangti do to the cities? LOL
Multiple attacks for hours that basically just burnt down the village on the surface, Vs one big explosion that instantly evaporates everything around it and completely engulfing multi story buildings.

This and also the size difference between a city and town/Village is a lot lol but as you said that one was a surface level destruction and it took quite a while.
Maybe bc AC is more like Dragon ball, Wu heir doesn't have a actual damage area attack, he only has straight forward attacks, most of characters are like that too, maybe that has something to do, i'm pretty sure mc could destroy a city at least at Qi Sea if he can make a giant fireball, or a mini black hole with his void power. Even make his hand become a bomb in body path or something like that.
Yes, the MC will likely be able to cast some very powerful mass destruction spells even before reaching the CF. I mean, even now he can produce giant palms hundreds of feet wide, one of which was even large enough to eclipse the sun over the arena.
