The obvious Answer is Eldra at her peak and if she really wants to push hard enough she knows all the old methods to break past 24k she never would tho her harmony would be over 26000 anyways in practice and then having mastery and knowing everything there is to know so those two will have a stalemate that said if Eldra would want to beat him she could force herself over 24k but as I said she never would so they will stay at a stalemate apart from her tho
No one else really JDF thunderfaller with all the training under Eldra and same kit and jdf Dragon and Orochi while they could have ap close to 28k for Jdf Dragon he lacks the mastery and busted kit while orochi does have some good Stuff and also a cap of 26k he also isn't beating Wukong so these three would be like 3-5 while Wukong and Eldra be 1-2.
Eldra is dripping early to mid book book 4 so a good chance she maybe even dips before hitting 23900 lol and just leaves at 23k or less that said she would still be tied top 2.
Simply because of all the mastery she has apart from raw power.
Mc and the dragons and most others unlike Wukong can ascend so I am fine with him being number 1 lol on the planet which he is because Eldra would never contend for it anyways.
