So TW was the God of three Dao? Why did the 'all gods are more or less the same in power' restriction apply to him then? If he was the embodiment of three separate Dao (Void, Elemetnal, Body) and all three of those have very broad and powerful applications, why wasn't he the most powerful God?
I get the fact that he is acknowledged as the most skillful and broad-spectrum God, but to me it seems weird then that he wasn't the most powerful. At lower levels it makes sense - split yourself into three different aspects and you kinda dilute your influence a little (when you get Tri-Dao your overall level with all of them falls a bit from the level you had before in one), but when you become the very Dao you wield it doesn't make sense that TW's Dao would be split/diluted.
Unless I'm forgetting some detail like TW's three Dao's are actually one split Dao, but even in that case if his one Dao can be split into three very broad and powerful Dao's on its own, it's still iffy as to why TW wasn't worth like three Gods for example. I'd imagine a God of the Elemental Dao would be very powerful on their own, but add to that Void (Time&Space) and Body (Self-Explanatory), and you get a beast.
TW didn't cultivate the soul, and the sovereign did cultivate the soul. Other than the sovereign, TW was probably stronger than every other god, Remember gods are relative, not equal. Actually the sovereign only wins in a fair 1 versus 1, no tricks, no prep time fight, otherwise TW violates him. To quote Nicky, "Sovereign would consider TW's spells as actual miracles" that he could never replicate. TW is extremely extremely young, basically not even a newborn compared to the sovereign. All the other gods have accumulated power for trillions of years, TW was a god for around a million years. Using COP, He probably could have gotten far stronger, creating a divine grade spell to accomodate more daos in his dao tree or dao forest and becoming the god of even more daos. But he didn't care for becoming stronger after becoming a god and died very young. A gods strength comes from their divine spark and since TW and every other god has only 1, their strength is relative. If someone got more than one divine spark, their strength would be unimaginable. Imagine the sovereign as a legendary boxer, and three other great boxers jumped him, the sovereign would get his *** beat but now imagine a boxer with the skill of three great boxers, the fight would be more even.
TL DR) TW has 1 divine spark and not 3 Divine sparks for every dao, Is extremely extremely young, Didn't really care about becoming the strongest as that was never his goal. If you gave him multiple divine sparks, gave him trillions of year, and the mindset to be the strongest, TW would look like Yang Gan and make the other gods and beast gods look like mei mei.
If TW fused his three dao into the Dao of Primordial Chaos, TW, with only one divine spark, would have been stronger than every single divine level being combined. But I guess Primordial Chaos is Primordial Chaos, TW with his mindset to bring back his dead wife could never have become it's embodiment and God. TW probably wanted strength as fast as possible and PCD (Primordial Chaos Dao) probably took too long to make any progress and thus TW became a God with the Great Dao of Body, Elements and Void. Wu Heir probably stands a good chance though.
