Personally, I'm more inclined to believe that having sublevels in S was the original intention, since this book has existed since the earliest versions of the game. I also didn't believe one hundred percent in the sublevels, since "peak" isn't capitalized. But I think it was just a "mistake" when the author wrote this part, just as he sometimes writes "Peak-Houtian" and sometimes "Peak Houtian".There is no levels in S
The book you're referring to is about the civil war describing Song Jiu as a peak Shangtian.
That was just a way of sayin' hé was the strongest Shangtian of that time.
