I’m guessing you haven’t played Mei’s route, because what you’re saying about how she sees the MC doesn’t make any sense if you’re on that route — for one simple reason: she’s literally experimenting on you. She needs you if she wants to become a cultivator. So honestly, I don’t think it’s her — and if it really is, then her goal definitely isn’t to kill the MC at that point.
If she had wanted the MC dead in her route, she could’ve easily done it in other ways. So, as you said, she operates on a risk/benefit basis — but losing the MC just to kill her brother, after putting up with him for so long, would be stupid for her future plans while you’re on her route.

I mean, in her route you can literally let her open you up and experiment on your body to study a cultivator’s physique so she can try to replicate the process later on. She even says she needs to do it several more times, so wanting to kill the MC just because of the risk he might pose—when she’s already clearly accepted that risk beforehand for the benefit she can gain—makes no sense at all. Especially when she could’ve killed the MC much more easily while experimenting on him and kept his body. So no, it’s not her—Unless the scene where Yuan Fang explodes is different in the route where you’re Mei’s enemy compared to when you’re her ally — that’s why I asked if someone can confirm.
What does it take to trigger the experimentation? In my runs either the MC escapes the cave if he fails to convince her or ends up in a confirmed partnership if he does. The former you are enemies from that point forward because she chained you up and latter you are working together.

The only other thing I can think of without having seen the experimentation route is He Gang was the sole target and she assumed you were built different and could tank it lol

Assuming characters doesn't lie to themselves in their own PoV segment, it's kinda obvious that the Mei route is a potential 'I can fix her' route. She has to stop and actively remind herself that the relationship between her and the MC is one purely out of convenience, and that attachment is weakness, only to then panic anyway and called her uncle to save MC when it seems that he's going to get killed by the DES.

After you start her actual romance route in the cave, she never actively tried to screw MC over, like she did back when with the pheonix paste, 10k failure bomb, or that other bomb in the fight with Liu Yutai. The closest thing to it after that point is when she poison Ai when she heard MC were banging her, but that was not an attack against MC specifically nor an action made with intention to get something out of MC. She was just being jealous and hysteric. You can even call her out on how sloppy that whole plan is when compared to her usuals.

Which is why it's always confusing when people say that Mei is not capable of truly loving nor would she ever be capable of so. Are they simply not capable of reading between the lines? It's kinda obvious that she was once a kind and gentle soul that became warped because she has the misfortune of being born in the He clan, which are all full of backstabbing bastards that views such things as weakness.

The experiment happens after the first stage of the tournament, but if I remember correctly, she actually asks you to do it when He Gang returns. You have to go ask her for advice about your cousins when He Gang says he killed them or something like that—I don’t remember exactly. It’s the scene where He Gang throws acid at you, I think, and you tell Mei Mei about Qi and all that. That event leads to the experiments later on.

As for the part you mentioned about the confirmed partnership relation, I’m guessing you didn’t confess your feelings to Mei? At least in my route I did, so I’m on her romantic route—or at least what seems to be it—not the business one, so I’m not sure if it’s the same.
